Shaping transformations from below: How mission-oriented policies can succeed at a sub-national level (MOIP Regional)

Numerous research and innovation policy projects were announced in the federal government's 2021-2025 coalition agreement "Daring more progress". In particular, the postulated modernisation goals and the targeted addressing of societal challenges – especially in the areas of climate protection and sustainability – of the coalition appeared to be of particular relevance. In addition to other central projects, the "mission-oriented" development of the high-tech strategy, the various funding programs and departmental research were mentioned in order to adequately address the major societal challenges.

Until now, mission-oriented policy approaches have been discussed primarily at national and supranational levels. However, it can be assumed that this policy approach includes diverse opportunities at the sub-national level for addressing specific transformation requirements. This is the starting point for the scientific study "Shaping transformation from below".

The project builds on our own extensive work on mission-oriented innovation policy (in particular on the accompanying research for the High-Tech Strategy), is closely linked to the projects on mission agencies, "Designing mission policy effectively" and "Implementing mission policy effectively") and establishes links to findings from region-oriented innovation research.

The study pursued two main objectives: Firstly, to determine whether and under what conditions mission-oriented approaches can be observed at regional and local levels in Germany. Based on the scientific literature, a theory-driven in-depth understanding of the specifics as well as possible strengths and weaknesses of mission-oriented approaches at the subnational level was developed, including the specific characteristics of such approaches ‑ especially in comparison to the national level. On this basis, selected case studies of successful mission-oriented approaches below the national level were identified and analysed to derive conclusions on characteristics and structural features, advantages and success factors as well as challenges and possible limitations.

The aim was to contribute to the discussion of mission-oriented policy approaches, covering both the conceptual level and the concrete planning, instrumentation and implementation of mission-oriented policy.

Especially qualitative methods were used to analyse mission-oriented approaches at regional and local levels. These were essentially based on targeted research and document analyses of possible regional and local mission-oriented initiatives in Germany, the selection and analysis of suitable initiatives for an in-depth examination, the comparative analysis of selected case studies by means of document analysis and interviews, and the discursive development of meta findings and recommendations.

As a result, the current state of the scientific discussion was reviewed, which allows a more comprehensive characterisation of mission-oriented approaches at the sub-national level. Particular attention was paid to ongoing transformation processes in German regions and municipalities. The comparative case studies point to a number of factors for the success of such approaches, some of which are structurally anchored, but are characterised by a pragmatic, problem-oriented, step-by-step and participatory approach. Based on the findings, it was also possible to derive recommendations for the support of corresponding initiatives by the federal and regional levels, develop overarching findings and assessments and reflect on them against the background of the current scientific debate.
