Accompanying evaluation of the joint federal-state funding initiative 'Innovative Hochschule' to promote the research-based transfer of ideas, knowledge and technology at German universities (second funding round)

In order to promote the transfer of ideas, knowledge and technology at German universities, the 'Innovative Hochschule' funding initiative was adopted on 16 June 2016 by the heads of government of the federal and state governments in accordance with Article 91b (1) of the Basic Law. It is intended in particular to strengthen universities of applied sciences (UAS) as well as small and medium-sized universities in the area of research-based transfer of ideas, knowledge and technology, support the regional anchoring of universities and thus make a contribution to innovation in the economy and society. It thus takes a strategic and structural look at the 'third mission' of universities in the knowledge triangle of education, research and innovation. Universities should be enabled to further expand their role as innovation poles with regional and supra-regional impact. The transfer of research results from all scientific disciplines for the benefit of the economy and society as a whole is to be strengthened.

The accompanying evaluation will analyse the impact of the funding initiative and the success of the measures taken to implement it. While an external evaluation was already carried out during the first funding round, the second evaluation will look at the longer-term impact of the projects funded in the first funding round.

The evaluation is primarily of an accompanying nature. The aim is to determine success factors and the effectiveness of the funding initiative. The technical and content-related findings from the evaluation serve to analyse the impact, further control, overall coordination and monitoring of the 'Innovative Hochschule' funding initiative and are intended to enable a performance review (analysis of target achievement, effectiveness and efficiency) within the meaning of Sections 7 (2), 44 BHO and the associated administrative regulations. In the course of the performance review, the evaluation will provide expert information on the following key questions:

Projects in the first funding round:

  • To what extent were the funded universities able to achieve their intended objectives when viewed as a whole? Are there significant differences between the HAW/FH on the one hand and the universities on the other?
  • Which structural changes, which still exist today, were initiated at the funded universities?
  • From the perspective of the funded universities and their partners from business, science and society, how has the cooperation changed in the long term?
  • What factors have contributed to the lasting change in structures and cooperation (in both a positive and negative sense)? What are the key success factors for the stabilisation of transfer structures?

Projects in the second funding round:

  • Have the objectives of the 'Innovative Hochschule' funding initiative, as described in the funding guideline, been achieved or can they be achieved in the foreseeable future?
  • What factors contributed to or hindered the achievement of the objectives? How can obstacles be removed?
  • What added value (and possibly also what disincentives) arise from the funding for the universities and what for the partners from science, industry and society? Which characteristics of the chosen funding instrument contribute significantly to this?
  • What added value does the funding initiative and the measures taken to implement it generate for the participating regions? How is this reflected in the social and economic framework data?
  • What developments can be expected at the participating universities and in the regions concerned in the further course of the programme?

The evaluation should also include an analysis of the cost-effectiveness of the implementation and measures.
 

  • Desk research (evaluation of the monitoring carried out by the project management agency as well as programme and project-specific indicators)

  • Online surveys among project partners and external stakeholders
  • Interviews with overall project managers
  • Interviews with external experts
  • Web scraping to identify transfer partners of the universities
  • Focus group interviews
  • Transfer profile analysis (linking of research data from other research projects)
