Evaluation of the national scholarship programme (Deutschlandstipendium)

The evaluation of the Deutschlandstipendium includes a comprehensive review of the program documents, the social structure of the participants and the implementation of the scholarship in order to identify strengths and weaknesses and assess changes since the last evaluation.

The evaluation has several key objectives that aim to comprehensively review and optimize the Deutschlandstipendium. Firstly, a detailed review of the achievement of objectives, effectiveness and efficiency of the scholarship is to be carried out for the period from 2017 to 2025, as required by the Federal Budget Regulations. The purpose of this review is to determine the extent to which the objectives set have been achieved, how effective the measures are in achieving the intended effects and whether the funds used have been used economically. This is done primarily against the background of the audit by the Federal Audit Office in 2023/24, which identified three key points of criticism: a) the original target market of 8% of students across Germany is not achieved, b) the high administrative costs are disproportionate to the benefits of the scholarship, c) the scholarship does not mainly reach the financially needy students as intended.  

In addition, the development of the scholarship since the last evaluation, which covered the period from 2014 to 2016, will be examined. This study makes it possible to record changes and adjustments over time and to assess the extent to which the scholarship has developed and how the framework conditions may have changed.

Another central aspect of the evaluation is the analysis of private sponsorship, the social structure of the participants and the specific contextual conditions that shape the program environment. The implementation of the scholarship (program implementation) is also reviewed in order to identify weaknesses and strengths and to gain a comprehensive understanding of the current implementation.

Finally, concrete recommendations will be derived from the results of the evaluation, which should help to identify possible potential for expansion and optimization of the scholarship. The aim of these recommendations is to suggest future improvements that could further increase the effectiveness and efficiency of the program and, if necessary, ensure its continuation.
