International Mobility and Cooperation in the Science System

Researchers around the globe are more interconnected than ever before in history. The global scientific knowledge production increasingly relies on researcher mobility and international collaboration to create new, original, cutting-edge research. In this project, Fraunhofer ISI investigates two objectives: (1) Germany's position in inventor mobility flows over time and in relaton to other countries and Germany's international inventor cooperation structure; (2) Appointment of international researchers to critical senior and leadership positions in Germany's research system. 

 

The aim of the study is to describe the development of the international mobility of scientists and inventors as well as the international collaborations between them over time – at least over the last 15 years – for Germany and to analyze them in an international comparison. As far as possible, it should be determined to what extent the international mobility of scientists and inventors as well as the international collaborations have an impact on Germany's research and innovation performance. This applies both to the research performance of the mobile and collaborating individuals and to possible effects on the sending and receiving institutions. Furthermore, it will be investigated how the share of international scientists at critical career transitions (e.g. transition to professorship) has developed over time. Finally, recommendations for research and innovation policy should be derived.
