IEEN: Monitoring of the Initiative Energy Efficiency Networks

The project served to monitor the "Initiative Energy Efficiency Networks" (IEEN) launched by the Federal Government. The IEEN represents one of the central measures of the National Action Plan on Energy Efficiency (NAPE).

On behalf of the Federal Ministry for Economic Affairs and Energy (BMWi), Fraunhofer Institute for Systems and Innovation Research ISI together with adelphi systematically assessed the reported energy efficiency measures of the participating companies in an accompanying monitoring and subsequently verified them by means of a random sample. The aim of the monitoring is to provide evidence of the energy efficiency measures implemented within the framework of the networks and the energy and greenhouse gas savings achieved as a result.

Along with the expansion of renewable energies, increasing energy efficiency is the second main pillar of the German energy transition. To achieve the long-term goals, the German government adopted a comprehensive package of measures in 2014 with the National Action Plan on Energy Efficiency (NAPE).

With a target contribution of 75 PJ primary energy consumption or emission reductions of 5 Mt CO2-eqv. per year by the end of 2020, the Initiative Energy Efficiency Networks (IEEN) was one of the central measures of the NAPE. Designed as a voluntary instrument that relies on the self-responsible implementation of economic energy efficiency measures by the participating companies, the German government and 22 leading organisations of the German economy jointly agreed on the goal of establishing a total of around 500 energy efficiency networks by the end of 2020.

 

In addition to the fundamental review of the effectiveness of the instrument, the monitoring is also intended to show the energy and greenhouse gas savings impact of IEEN as a NAPE measure and to enable reporting within the framework of NAPE monitoring and under Article 7 EED. Building on this, the project team conducted further analyses and prepared annual reports and a final report for the BMWi.
