Liu Shi studied DPhil in International Development, at University of Oxford, working with the Technology and Management Centre for Development (TMCD) on industrial policy, system of innovation and innovation management for sustainable development. Her thesis unpacks the political economy of green transition in the electric mobility sector in China, from a dynamic state-business interaction perspective, and particularly, the mechanisms that green industrial policy interplays with firm innovation strategies in the changing sectoral system of innovation.
Prior to her doctorate, Liu Shi obtained Master in Public Management from School of Public Policy and Management (SPPM), Tsinghua University, where she received distinction for her master thesis (on ICT industrial upgrading, the role of local government and the rise of lagging regions), and Bachelor in Economics, from the inter-disciplinary program Philosophy, Politics and Economics (PPE) at Yuanpei College, Peking University in China. Now Liu Shi works as a post-doctoral researcher, social scientist in Science, Technology and Innovation (STI) studies. Her areas of work at ISI include comparative institutional study of the governance of system transformation, the role of state, interplay between ideas and institutions in STI policy change, and industrial policy for green and digital transformation.
